계속되는 핍박에도 그리스도의 증인이 되기 위해 훈련받는 베트남 기독교인 – VIETNAMESE CHRISTIANS TRAIN FOR PERSECUTION AS GOVERNMENT CONTINUES RELIGIOUS CRACKDOWN
베트남 정부가 2018년에 제정된 법률을 근거로 기독교인을 계속 핍박함에 따라, 순교자의 소리(Voice of the Martyrs)는 베트남 교회 목회자들(지도자들)과 새롭게 협력하여 일하기 시작했다. 이 협력 사역은 인쇄물 출판, 디지털 자료 제공, 전국 각지의 지역 지도자들이 주관하는 훈련 프로그램으로 구성되어 있다. 베트남 기독교인들이 기독교에 적대적인 환경에서 그리스도의 신실한 증인이 되도록 준비해주는 것이 이 협력 사역의 목적이다.
‘미국 국제종교자유위원회(United States Commission on International Religious Freedom)’는 2019년 연례 보고에서 “2018년, 베트남 정부가 종교 지도자, 인권 운동가, 평화주의 활동가를 비롯한 반대자들을 계속해서 대대적으로 탄압했다”라고 밝혔다.

한국 VOM 현숙 폴리 대표는 베트남 현지 교회 지도자들이 그러한 사실을 확인해준다고 말한다.
“베트남은 헌법으로 종교의 자유를 보장해요. 하지만 우리가 현지 교회 지도자들에게 보고받은 바에 따르면, 경찰이 교회에 난입하여 교회 지도자들을 괴롭히는 일도 일어나고, 기독교를 믿는 소수 민족이 공격당하는 일도 자주 일어난다고 합니다. 베트남 정부는 작년 1월부터 ‘신념과 종교에 관한 법률(Law on Belief and Religion)’을 시행하기 시작했어요. 모든 교회가 정부에 등록하고, 무슨 활동을 하든지 사전에 승인을 받아야 한다는 법입니다. 하지만 기독교에 자유를 보장하던 베트남 정부가 갑자기 이 법을 제정해서 교회를 핍박하기 시작한 것이 아닙니다. 오랫동안 계속된 박해의 일부일 뿐입니다.”
현숙 폴리 대표는 베트남이 현재 지구상에 남아 있는 5개 공산주의 국가(베트남, 중국, 북한, 라오스, 쿠바) 가운데 하나이고, 이 5개 공산주의 국가들이 저마다 기독교인을 계속 핍박하고 있으며, 중국과 베트남은 2018년에 엄격한 종교 규제 법률을 새롭게 제정했다는 점을 지적한다.
베트남 정부는 기독교인 소수 민족, 특히 몽(Hmong)족과 몬타나르드(Montagnard)족 기독교인을 오래전부터 핍박해왔다. 미국 국제종교자유위원회가 2019년 연례 보고서에서 밝힌 대로, “베트남 중앙 고원지대에 사는 몽족과 몬타나르드족 기독교인 1만 명가량은 국적이 없다. 기독교 신앙을 철회하지 않은 것에 보복하려고 지역 당국에서 신분증을 발행해주지 않는 경우가 많다.
현숙 폴리 대표는 이것이 바로 베트남 중앙 정부와 지방 당국이 기독교인을 핍박하기 위해 공통으로 쓰는 전략이라고 설명한다.
“기독교를 버리도록 압력을 넣기 위해 사회복지, 수도나 전기 같은 공공시설, 학교 교육 같은 혜택을 기독교인들에게 주지 않는 일들이 종종 일어나요.”
현숙 폴리 대표는 순교자의 소리가 베트남에서 오랫동안 활동적으로 사역해왔지만, 지금은 베트남 목회자들과 교회 지도자들이 핍박을 당하는 중에도 충성스러운 증인의 사명을 감당하도록, 물질적으로 지원하고 훈련하는 일에 집중해야 할 시기라고 강조한다. 이 훈련 프로그램은 순교자의 소리가 세계 곳곳에서 핍박받는 기독교인들과 함께 개발한 것으로, 핍박받은 경험이 있는 베트남 현지 지도자들이 주관하고 있다.

이 훈련 프로그램에 참여했던 베트남 교회 지도자 한 사람(안전상의 이유로 이름은 밝히지 않겠다)은 오토바이틑 타고 먼 길을 달려가 공산주의자들이 사는 마을에 복음을 전한다.
“훈련 프로그램에 참가하지 않았다면, 이런 일을 하고 있지는 않을 거예요. 훈련을 받고 나서 예수님의 삶과 하나님에 관하여 더 잘 이해할 수 있었어요. 복음을 전하는 법과 사람들을 주님께 인도하는 법을 배웠죠. 저는 핍박을 당하면서 믿음이 더 강해졌어요.”

In response to continued persecution of Vietnamese Christians under laws enacted in early 2018, Voice of the Martyrs has launched a new partnership with Vietnamese pastors and church leaders. The partnership, which consists of print and digital resources and training events conducted by local leaders throughout the country, is designed to equip Vietnamese Christians to make a faithful witness for Christ in a hostile environment.
According to the United States Commission on International Religious Freedom (USCIRF) 2019 Annual Report,
“During 2018, the government continued a nationwide crackdown on religious leaders, human rights defenders, peaceful activists, and other critics across the country.”

Voice of the Martyrs Korea representative Foley Hyun-Sook says this assessment is confirmed by local church leaders in Vietnam.
“The Constitution of Vietnam guarantees religious freedom,”
says Representative Foley,
“But church leaders have reported to us church raids, harassment of religious leaders, and assault of Christian ethnic minorities. Last January, Vietnam’s Law on Belief and Religion went into effect. This is a law which forces churches to register with the government and submit all religious activities for pre-approval. But this law isn’t a sudden burst of persecution in an otherwise free nation. It’s another bead on a long string of persecution.”
Foley notes that Vietnam is one of five remaining Communist nations in the world, including also China, North Korea, Laos, and Cuba. She notes that each of these nations continues to persecute Christians, with China and Vietnam instituting strict new religious controls in 2018.
“Persecution of minority Christians, especially Hmong and Montagnard Christians, has been going on for a long time in Vietnam. As the 2019 USCIRF report explains, ‘An estimated 10,000 Hmong and Montagnard Christians in the Central Highlands remain stateless because local authorities have refused to issue ID cards, in many instances in retaliation for refusing to renounce their faith.’”
According to Foley, this is a common tactic of both the Vietnamese government and local Vietnamese authorities when dealing with Christians.
“Christians are often denied social services, utilities, and schooling in an attempt to pressure them into rejecting Christianity,”
Foley says.
Foley notes that Voice of the Martyrs has been active in Vietnam for many years but is now concentrating its efforts on providing resources and training to equip Vietnamese pastors and church leaders to make a faithful witness amidst the persecution they are currently experiencing. The training is done by local leaders who have experienced persecution. The training was developed by Voice of the Martyrs in conjunction with persecuted Christians around the world.

One of the Vietnamese church leaders who attended a Voice of the Martyrs training event (name withheld for security reasons) drives long distances on her motorbike to share the gospel in Communist villages.
“If I didn’t attend the training course, I wouldn’t be doing this,” the church leader said.
“It helped me understand more about the life of Christ and helped me understand God. It helped me learn how to share the gospel and how to lead people to the Lord. Through persecution, my faith in the Lord has become stronger.”
